The pricing math came first, almost as a provocation. Shimada Matsuo looked at a market where lipsticks and creams carried huge advertising surcharges and decided the markup, not the product, was the luxury. By stripping out promotion and trimming packaging and production, he engineered formulas he could sell for roughly a hundred yen apiece, then needed a way to put them in front of households that distrusted anything that cheap. The answer was social, not commercial: members of a vast nationwide women's federation became the distribution network, hand-selling the products through their own communities until the assumption that 'expensive equals effective' began to crack.
The name carries that partnership in its sound. It is a softened contraction of the federation's Japanese abbreviation, with a consonant dropped to make it gentler on the ear, an unusually literal acknowledgment that the brand was a joint creation rather than a single entrepreneur's invention. The business itself traces back to a small cosmetics operation Shimada had taken over, one with older ties to an industrial firm, which gave him manufacturing footing before the consumer brand took shape.
The philosophy of stripping away anything inessential carried into the formulas, which still skew simple, often fragrance-free and alcohol-free, and into the catalog's everyday logic: foaming washes, moisture gels, borage and essential creams sold at drugstore-and-department-store prices rather than counter premiums. Now operating under a holding company in Saitama, the brand has resisted the temptation to reinvent itself upmarket.
What makes it quietly notable is consistency of conviction over decades. Where many affordable lines treat low cost as a positioning gimmick, this one treats it as the founding ethic, with transparency and refillability as proof points rather than marketing flourishes. For shoppers who want unglamorous, fully-disclosed basics, that durability is the selling point.

Chifure is a Japanese affordable-cosmetics brand established in 1968 (with roots in a cosmetics business dating to 1947), headquartered in Kawagoe City, Saitama.
Built on radical transparency, it has disclosed full ingredient lists since 1968 — decades before Japanese law required it in 2001 — and introduced Japan's first refillable skincare containers in 1974, giving it a long, well-documented legacy track record.
